CASE

REQUEST FOR 3.2 BEER LICENSE AT CENTRAL PARK
By: David R. Hartley, City Adminsitrator

Background:

The Ramsey Lions Club will be holding its 4th Annual Ramsey Community Picnic on
Saturday, June 16, 1990. This is the first time the Lions Club is requesting a 3.2 Beer
License in a park. Many people who attend the picnic have requested beer in previous
years, so the Lions decided to sell beer on a trial basis if allowed to do so. Our records
show that the Ramsey Jaycees have sold beer at Central Park in the past and there is no
record of any problems. The Ramsey Lions Club have been issued 3.2 Beer Licenses in
the past at locations other than parks and policed themselves quite well.

Enclosed for your information is City Code Chapter 110.15 entitled "Conduct in Parks"
(note Section 110.1515 which addresses alcohol in parks), Chapter 130.04 entitled "Non-
Intoxicating Malt Liquors Alcoholic Beverages" and a letter from the Ramsey Lions Club
requesting a one day, 3.2 Beer License.

Council Action:

Based on discussion.

Review Checklist:

City.
