Attached is a copy of the <br />notification I sent to all affected Anoka County cities on October 12, 1989. <br /> <br />The statute clearly indicates that the City of Ramsey needs to implement a curbside recycling <br />program by October 1, 1990. I understand your concerns; however, there are many cities in <br />your situation that have implemented successful curbside programs. They are operating quite <br />smoothly and are not as costly as you may expect. For example, I planned, organized and <br />implemented curbside programs in the cities of Medina and Corcoran in 1988. These citiies <br />have populations of 3,272 and 5,116 respectively. In addition, each city covers over 36 square <br />miles. <br /> <br />East Bethel, Ham Lake, and Oak Grove, also affected by this mandate, have studied the <br />alternatives available to implement curbside collection. <br /> <br />East Bethel's curbside plan is to require the haulers to offer the service. The city has used <br />County funds to offset the purchase of containers. In addition, they will continue to operate <br />the drop-off recycling center to serve their residents. <br /> <br />Ham Lake considered licensing haulers, which would require them to provide recycling service. <br />The city is now studying organized collection as an alternative. They plan to have a curbside <br />program in effect by October 1, 1990 as required by law. Ham Lake also plans to continue <br />their drop-off center so they can collect additional materials not collected at the curb. <br /> <br />Oak Grove is also examining the options necessary for a curbside program because their <br />population is or soon will be over 5,000. <br /> <br />Columbus Township, population 3,726, implemented a curbside program and provided all <br />residents with containers. <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
