CASE <br /> <br /> CURBSIDE RECYCLING <br />By: James Gromberg, Project Manager <br /> <br />Background: <br /> <br />At the May 8, 1990 City Council meeting, the City Council requested some clahfication as <br />to the meaning of "opportunity to recycle" in the SCORE Legislation. The City Staff has <br />sent the attached letter to Anoka County requesting this clarification. The response from <br />Anoka County in also attached for the City Council. With this clarification, the City will be <br />required to provide a minimum of once monthly curbside collection of recyclables. The <br />curbside collection will need to include at least four (4) materials. <br /> <br />Also attached is a list of the current recycling activities available to the residents of Ramsey <br />and the recycling efforts in the City. <br /> <br />Recommendations: <br /> <br />The City Staff has come up with two different types of curbside recycling programs that <br />could be offered to the residents of Ramsey (see attachment). For each type of program, <br />the City Staff has identified certain advantages and disadvantages to that program type. <br />The City Staff has also looked at some of the problems associated with each program in <br />funding and the final cost to the residents and to the City itself. These types of programs <br />are only suggestions to the City Council and are not meant to limit the choices that the City <br />Council may decide upon. However, it is very important for the City Council to make a <br />decision on the type of recycling program that will be offered in order for City Staff to <br />complete needed documents for the program to start October 1, 1990. <br /> <br />Increase the availability of drop-offs in the City by the enlargement of the newspaper drop- <br />off at the Rum River Plaza and the development in the future of a drop-off in Autumn <br />Heights 2nd Addition. <br /> <br />Council Action: <br /> <br />Direct City Staff to prepare a program for city-wide curbside recycling based on City <br />Council's decision on the type of program to be offered. <br /> <br />Direct Ci~, Staff to develop a program for the expansion of current drop-off sites. <br /> <br />Review Checklist: <br /> <br />CiD, Adminis~ator X <br />Cir,, Attorney <br />CiD' Engineer <br />Conm-'nup3.~, Development Director X <br />Public Works Supe~Ssor <br /> <br />Chief of Police <br />Finance Officer <br />Planr2ng & Zoning Co~,'ru,~ission <br />Park & Recreation Commission <br />Project Manager <br /> <br />X <br /> <br /> <br />
