I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />On May 16, 1989, the Ramsey Planning and Zaning Commission was presented with draft <br />ordinance modifications by Mr. Terry Hendriksen. The modifications included: <br /> <br />New acreage requirements <br />Site plan requirements. <br /> <br />Mr. Banwart suggested that a site plan fee be added. The Planning and Zoning <br />Commission made a motion to accept the proposed changes and for Mr. Ten'3, Hendriksen <br />to present the Proposed Horse Ordinance with thc modifications. <br /> <br />On June 13, 1989, the Ramsey City Council was given a presentation by Terry <br />Hendriksen, Ramsey Planning and Zoning Commissioner regarding the most recent <br />version of the proposed horse ordinance based on past discussions with the City Council. <br />There was some discussion regarding whether or not the role of the Horseman's <br />Committee should be advisory or enforcement. The Council directed City Attorney <br />Goodrich to rework the Horseman's Committee section and present the ordinance to City <br />Council for introduction. <br /> <br />On August 22, 1989, the Ramsey City Council introduced the Horse Ordinance. <br /> <br />Staff identified a number of issues in the ordinance which would cause problems, <br />specifically the Horseman's Committee responsibility to conduct land-use decisions and the <br />need to have a Conditional Use Permit process. <br /> <br />On April 3, 1990, the Rarnsey Planning and Zoning Commission reviewed the modified <br />Horse Ordinance. Commissioner Hendriksen reviewed the proposed horse ordinance with <br />the Commission and it was determined that it should be amended as follows: <br /> <br />a) <br /> <br />Rather than the sketch plan approval process, sketch plan drawings will be <br />required to be submitted to the City for maintenance of horses on 3.0 acres or <br />more. This change in the proposed ordinance would also involve deletion of <br />that proposed language requiring Planning Commission and City Council <br />reviews of sketch plans. <br /> <br />b) Include language that will clarify that maintenance of horses on "lots of records" <br /> 3.0 acres or less in size will require a conditional use permit. <br /> <br />c) The table indicating acreage increments and number of allowable horses needs <br /> clarification. <br /> <br />The Planning and Zoning Commission recommended that City, Council approve the <br />proposed horse ordinance pending Commissioner Henrt,dksen's approval of the final draft. <br /> <br />Commissioner Hendriksen has reviewed concerns with the proposed ordinance as it is <br />presented. <br /> <br />On Max, 8, 1990, the Ramsey Ci~' Council introduced Ramsey CiD' Ordinance #90- <br />HORSgS. <br /> <br />Staff Recommendation: <br /> <br />Stagf reconmmends adoption of Ran, sey City Ordina~nce .-.<9¢ · HORSES. <br /> <br /> <br />
