20.1 <br /> <br />20.2 <br /> <br />20.3 <br /> <br />20.4 <br /> <br /> ARTICI,E X'~ <br />PROFIC~CY PAY PROGRAM <br /> <br />The Employer and Employees mutually agree to institute a program <br />whereby it will be recognized that during their years of employment as <br />peace officers, the Employees accumulation and assimilation of experience <br />and training has enhanced their intrinsic worth. <br /> <br />To implement this program, a panel will be formed, consisting of the City <br />Administrator, the Chief of Police and two of the Employees. This panel <br />shall, during calendar year 1984, develop a meaningful battery of written <br />performance and physical agility tests constructed so as to illustrate the <br />Employee's continued and/or increased proficiency. <br /> <br />Within thirty (30) days prior to the employment and anniversary date of an <br />Employee who will on that date become eligible to receive a proficiency pay <br />step, that Employee will enter into and complete the agreed upon <br />proficiency pay examinations. Upon successful completion of this step, the <br />Employee will be eligible to receive proficiency pay at a step commensurate <br />with years of employment as set forth in the schedule attached. If the <br />Employee fails to successfully complete any one or more of the <br />examinations, a six month moratorium, extending from the eligibility <br />anniversary date of the Employee takes effect during which the Employee <br />may elect to retest in that/those area(s) not passed previously. If the <br />Employee again fails to pass, the next eligibility date will be thirty (30) days <br />prior to his next anniversary date. Should the Employee again fail to pass <br />the exam(s), he will not be again eligible to test until thirty (30) days prior to <br />his next proficiency pay step.
