Olsen, Consultant, Labor Relations Associates, Inc. <br /> <br />JURISDICTION OF ARBITRATOR <br /> <br /> Pursuant to the provisions of the Public Employment Labor <br />Relations Act (PELRA), the issues stated below were certified to <br />be at impasse by the Minnesota Bureau of Mediation Services to the <br />Public Employment Relations Board (PERB). The PERB notified the <br />arbitrator that he had been selected from a panel as the arbitrator <br />under Section 179A.16 of PELRA, and provided the arbitrator with <br />the commission's certification of impasse, the items in dispute, <br />and the statements of the parties' final position on the issues in <br />dispute.
