I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />I <br />I <br />i <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />worth compliance which must be implemented by December 31, 1991 in <br />order to not incur a penalty. <br /> <br /> As stated above, I have determined in this instance to make <br />the comparisons on an internal basis and that internal comparisons <br />are more important in determining the benefit levels of insurance <br />as compared to external comparables such as the Stanton Group V. <br />My internal comparison is the employees represented by AFSCME which <br />settled for a contribution rate of $182.00 for 1989 and $195.00 for <br />1990. As one will note however, my award reflects an additional <br />$12.00 contribution to each year to maintain the same level of <br />differential of $12.00 as in the preceding two years of 1987 and <br />1988. <br /> <br />ISSUE 7 - ~{OLIDAYS - NUMBER OF - ART. 16 <br /> <br />POSITION OF THE CITY <br /> <br /> The City proposes to provide the same number of holidays for <br />1989 and 1990 as provided to the other City employees° The City <br />thus proposes to add a half day of holiday for 1989 and 1990 which <br />was negotiated by AFSCME bringing the total number of holidays from <br />10 to 10-1/2 for the years of 1989 and 1990. <br /> <br />POSITION OF THE UNION <br /> <br /> Holidays - Number of - Increase number of holidays to 11. <br /> <br />22 <br /> <br /> <br />
