It notes <br />that the average number of holidays in the Stanton Group V cities <br />is slightly, in excess..of 11, with a number of cities with 12. It <br />further notes that the employees (police) in the bargaining unit <br />do not receive the majority of holidays off but work most of them <br />and receive a day off in lieu of the holiday, while the AFSCME <br />employees receive the holidays off. They thus aver that AFSCME <br />employees receive a greater benefit from their holidays than the <br /> <br />police,, and thus the police are entitled to additional <br /> <br />consideration for additional holidays. <br /> <br />The City avers that to accept the Union's proposal would <br />again upset past negotiated and arbitrated trade-offs regarding <br />holidays, etc.; and would further jeopardize the City's efforts to <br />impiement the City's comparative worth plan by December 31, 1991. <br />The city further notes that the preferable source of <br />comparison in determining the level of~ holidays is internally <br />because of their character. The number of holidays negotiated <br />internally as between AFSCME and the City for 1989 and 1990 was the <br /> <br />23 <br /> <br /> <br />
