I
I
I
I
I
I
I

I
I
I
I
I
I
I
I
!
I
I
I

addition of one-half day holiday making a total of 10-1/2 holidays
for 1989 and 1990.

In my review of the record it does demonstrate that the
Stanton Group V averages 11 holidays and some in excess thereof.
I do not however consider this external comparable to be governing
in that benefits of this nature such as holidays I generally look
to the internal patterns for primary guidance. In this instance
the bargaining unit employees of AFSCME have 10-1/2 holidays for
the period of 1989 and 1990. I thus and consequently on this
basis, award the police employees the same increase in holidays of
one-half day to bring the total holidays for them to 10-1/2 days,
the same as for AFSCME employees for the years 1989 and 1990.

ISSUE 8 - ~{OLIDAYS - PAY FOR - ART. 16

As stated by the City in its brief, this issue encompasses

two items - 1) a holiday buy-back, and 2) premium pay for holidays

worked.

The following holiday buy-back language was at the hearing

proposed by the City and was accepted by the Union. Therefore, the

following language shall be added to Article 16 as Section 16.3:

"Each officer shall' have the option to sell any or
all of his/her holiday hours back to the Employer at
his/her current rate of pay. This holiday buy-back
option may be taken during two time periods annually:
January 1 through January 15 and November 1 through
November 15. In any event no holiday hours shall
carry over to the next year."

The remaining issue is that of premium pay for holidays

worked.

24
