Hutchison: <br /> <br />In consideration of the Anoka County license renewal process for solid waste facilities, the City of <br />Ramsey would like to offer the following comments regarding the license renewal for the Anoka <br />Regional Sanitary Landfill located in our community: <br /> <br />As you are undoubtedly aware, during the In:st year of the tire processing <br />operations at the landf'fll, the tire derived product was ~xtensively used as a <br />road base for a perimeter landfill road. It was not the intent of our <br />conditional use permit nor our understanding based on the permit holder's <br />statement, that such an extensive use of tire-derived product was <br />contemplated. We believe it was not the County's intent either for using tire- <br />derived products in this manner. Due consideration should be made <br />regarding such further use as it relates to the Anoka County License for this <br />site. <br /> <br />Although the development activity of the candidate "Site P" area as a <br />composting facility has been approved and in the interim Waste <br />Management of Minnesota has requested and received from Anoka County a <br />landspreading license amendment for yard waste; the City of Ramsey has a <br />number of concerns. Specifically, these concerns include the frequency of <br />County monitoring and reporting of this landspreading operation, the <br />debagging and proper disposal of rejects as per designation flow. In <br />addition, the license specifies a number of parameters dealing with Ph <br />levels, etc. However, no specific quantifyable standards have been set. <br />The City of Ramsey is deeply concerned that such standards have indeed <br />not been established nor are apparently being monitored and reported. <br /> <br />The City has a long-standing request for being copied on all <br />correspondences to and from the Waste Management of Minnesota Facility. <br />Please assist us in requiring the license provide that the City is copied on all <br />correspondences and documentation with regulatory agencies regarding <br />Waste Management. In addition, the City respectfully request that the <br /> <br /> <br />
