Anoka County Environmental Services also copy the City. In this manner,
the City of Ramsey will be able to ascertain and verify that indeed it is
receiving ail correspondences and documentation as per Anoka County
license as well as the City's conditional use permit.

The City of Ramsey at this time is reiterating that the conditional use permit
granted by the City with an effective date of January 1, 1989 has a limited
life. The conditional use permit expires in five years. Therefore,
approximately only 3.5 years still exist on the conditional use permit with
the City of Ramsey. It is the intent of the City to require strict adherence to
this closure schedule. Anoka County's recognition of this closure schedule
in the Anoka County license would surely be a demonstration of respect to
the City of Ramsey and it's residents.

We trust that this information will be of assistance in your deliberations in the license renewal of
the Waste Management of Minnesota landfill located in Ramsey.

If you have any questions, do not hesitate to contact me.

Sincerely,

CITY OF RAMSEY

Honorable Mayor Gary Reimann

GRR:ccr

Ramsey City Council
Waste Management of Minnesota
Natalie Haas-Steffen, Anoka County Commissioner
David R.
