CASE #~l~ <br /> <br /> REQUEST FOR BLOCK PARTY <br />By: David R. Hartley, City Administrator <br /> <br />Background: <br /> <br />Residents from 176th Avenue NW are requesting permission to hold a block party between <br />Unicom Street NW and 175th Lane NW. This would necessitate the closing of this road <br />on June 23, 1990 from 2:00 p.m. to 10:00 p.m, <br /> <br />After receiving the request, staff researched City Code and found no reference to block <br />parties or public gatherings in roadways. However, there are a number of concerns that <br />have been raised regarding this type of activity. <br /> <br />1) <br /> <br />A statement should be received from the sponsors of this event stating that the City <br />of Ramsey is not involved as a sponsor or in any other way. <br /> <br />2) The road should be clearly marked and lighted. <br /> <br />3) <br /> <br />Provisions for access by emergency vehicles should be made and communicated to <br />the Police Department, Fire Department and ambulance services. <br /> <br />4) <br /> <br />The sponsors should be made aware that if alcoholic beverages are dispensed, they <br />may be subject to dramshop liability, as well as criminal penalties if under age <br />persons are consuming/possessing. <br /> <br />Recommendation: <br /> <br />It is staff's recommendation that if the City Council deems it appropriate to permit the use <br />of the City street for a block party, then such permission should be granted only with the <br />foregoing requirements. <br /> <br />Council Action: <br /> <br />Motion to approve/disapprove the request of Debbie Thatcher to allow the use of a City <br />street for a block party from 2:00 p.m. to 10:00 p.m. on June 23, 1990. <br /> <br />Review Checklist: <br /> <br />City Administrator X <br />City Attorney <br />City Engineer <br />Community Development Director <br />Public Works Supervisor <br /> <br />Chief of Police X <br />Finance Officer <br />Planning & Zoning Commission <br />Park & Recreation Commission <br />Fire Chief X <br /> <br />'70 <br /> <br /> <br />
