CASE #~l~ REQUEST FOR BLOCK PARTY By: David R. Hartley, City Administrator Background: Residents from 176th Avenue NW are requesting permission to hold a block party between Unicom Street NW and 175th Lane NW. This would necessitate the closing of this road on June 23, 1990 from 2:00 p.m. to 10:00 p.m, After receiving the request, staff researched City Code and found no reference to block parties or public gatherings in roadways. However, there are a number of concerns that have been raised regarding this type of activity. 1) A statement should be received from the sponsors of this event stating that the City of Ramsey is not involved as a sponsor or in any other way. 2) The road should be clearly marked and lighted. 3) Provisions for access by emergency vehicles should be made and communicated to the Police Department, Fire Department and ambulance services. 4) The sponsors should be made aware that if alcoholic beverages are dispensed, they may be subject to dramshop liability, as well as criminal penalties if under age persons are consuming/possessing. Recommendation: It is staff's recommendation that if the City Council deems it appropriate to permit the use of the City street for a block party, then such permission should be granted only with the foregoing requirements. Council Action: Motion to approve/disapprove the request of Debbie Thatcher to allow the use of a City street for a block party from 2:00 p.m. to 10:00 p.m. on June 23, 1990.
