CASE ADOPT AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN CITY OWNED PROPERTY LOCATED IN THE CITY OF RAMSEY (PIN: 10-32-25-4A-0009); CASE OF DARYL PETERSON By: Sylvia Frolik, Acting Community Development Director Background: On Dccembcr 21, 1989, the City of Ramsey received a letter from Daryl Peterson (letter dated December 18, 1989) requesting the City of Ramsey to sell parcel identified as P.I.N. 10-32-2544- 0009 to him at a minimal price. Smffinvestigation of this parcel indicates that apparently the City obtained this land pared through tax forfeiture. Appm'cnfly, the City obtained this land to insure possible access to pamels identified as P.I.N.'s I0-32o2544-002I, 10-32-25-44-0022 and 10-32-25-44-0018. According to City records, Daryl and Joan Peterson own the parcels identified as P.I.N. 10-32-25-44-0021 and 10- 32-25-44-0018. The parcel identified as P.LN. 10-32-25-44-0022 is owned by Terfi L. Peterson. Observations: According to the City Attorney, Bill Goodrich, this particular pared ff determined to be surplus should be sold vs. vacate& It has been City policy that the revenues generated from the sale of surplus City property be placed into the Park Trust Fund to be used for park land acquisition and/or park improvements. On January 2, 1990, the Ramsey Planning and Zoning Commission recommended the sale of City of Ramsey surplus property P.I.N. 10-32-25-44-0009; that the revenues from the sale of surplus property be placed into the Park Trust Fund; that all owners of property adjacent to P.I.N. 10-32- 25-444X)09 be notified of it's availability for purchase; and that the purchaser of P.I.N. 10-32-25- 4~O009 shall consolidate that pan:el with Ms/her existing parcel. It was also noted that parcels are not considered buildable without 200 feet of frontage on a public road; acquisition of P.I.N. 10-32-2544-0009 and consolidation of it with P.I.N. 10-32-25-44- 0021 still would not result in sufficient frontage on a public road for P.I.N. 10-32-2544-0021 to be considered buildable. On January 4, 1990, letters were sent to adjacent property owners informing them of the possible sale of City ~urplus property. Furthermore, based on City Attorney recommendation, Notice of Sale of Surplus Property was also posted at City Hall and was published in the City's official newspaper.
