I also spoke with Mr. Jim Fortman, Director of Airport Development <br />at MAC, regarding MAC's level of interest in participation. MAC's <br />position is that they will take a hard look at MC's system study. <br />They realize that acguisition of Gateway North and South St. Paul <br />airports are both possibilities which would enhance the system. <br />They do not anticipate any i~mediate decisions to move forward with <br />acquisition of either airport at this point. Of further concern <br />to MAC is the landfill issue. As long as the landfill presents an <br />obstacle to Federal funding participation, they also are unlikely <br />to participate. <br /> <br />In short, MAC is unlikely to participate in funding for ownership <br />in the immediate future barring strong pressure from MC and state <br />and federal agencies. They are also interested in the level of <br />commitment the City has. <br /> <br />Case ~3a. ShoDld %he Counci~ Abolish the Airport Commission? <br /> <br />Ordinance 90- was introduced February 13, 1990. The ordinance <br />provides for the abolishment of the Airport Commission by repealing <br />Ordinance ~83-10 and Chapter 10.11 of City Code. A copy of the <br />ordinance is attached. <br /> <br />A simple majority vote of the Council may adopt or not adopt the <br />proposed ordinance. <br /> <br />Staff believes that the Airport Commission should continue for the <br />following reasons: <br /> <br />Whether the airport is improved or not, the airport currently <br />exists in the City and the City should remain informed of <br />aviation and aeronautical issues. <br /> <br />As a potential option for improvement within the regional <br />system, considerations will be raised which may or may not <br />affect the City. The Council should, therefore, keep abreast <br />of these issues. <br /> <br />The Commission, as an advisory body to the Council, has spent <br />untold hours reviewing written and oral information, <br />synthesizing it, and recommending actions to the Council. <br />The Commission can continue to perform this function with <br />respect to the above issues, at a minimum. <br /> <br />The Council has repeatedly stressed the desire for citizens <br />to become involved with the City. The Airport Commission <br />members have served admirably in this capacity without <br />competition, and are yet willing to serve in a productive <br />capacl=y. <br /> <br /> <br />
