CASE <br /> <br /> REPORT FROM PERSONNEL COMMITTEE <br />BY: Kay McAIoney, Personnel Coordinator <br /> <br />Background: <br /> <br /> 1 ) On June 20, 1990 the Personnel Committee reviewed the performance appraisal <br />of Police Chief Michael Auspos that had been completed by City Administrator David Hartley. A <br />motion was made and seconded to recommend to City Council an annual salary increase effective <br />January 1, 1989 to $45,774 and increase effective January 1, 1990 to $47,605 based on the <br />satisfactory performance appraisal tot Mr. Auspos. <br /> <br /> 2 ) On June 20, 1990 the Personnel Committee discussed the position of <br />investigator. Recommendation of Police Chief Michael Auspos and City Administrator David <br />Hadley was to 'meet and confer' with the LEIS bargaining unit as to the monthly clothing <br />allowance. Further discussion included the job description for the position and the need to <br />update. <br /> <br /> 3) On June 20, 1990 the Personnel Committee reviewed the satisfactory annual <br />pedormence appraisal for Patrol Officer James Balabon that had been completed by Police Chief <br />Michael Auspos. Mr. Balabon is a member of the LEIS bargaining unit and is currently at 5% <br />above the top patrol rate. He received his 3.5% increase effective January 1, 1990 from the <br />arbitration award and is not eligible for another pro-pay step at this time. <br /> <br /> 4 ) On June 20, 1990 the Personnel Committee reviewed the performance appraisal <br />that had been completed for Building Official Glyn Huff on February 16, 1990. According to the <br />terms of the AFSCME bargaining unit contract, of which Mr. Huff is a member, his anniversary <br />of position date has been change to June 28, which is one year trom the date that he achieved <br />certification and is therefore eligible for not less than 5% of the salary grade 4 range <br />minimum. The Personnel Committee made the motion and seconded the recommendation of City <br />Administrator David Hartley to increase Mr. Huff's annual salary to $28,304 effective June <br />30, 1990. <br /> <br /> 5 ) On June 20, 1990 the Personnel Committee reviewed the annual performance <br />appraisal for Secretary Jo Ann Thieling. Administrative Coordinator Penny Curtis, with <br />Finance Officer Sandra Ashley and City Administrator David Hartiey in agreement, recommended <br />to the Personnel Committee to approve a salary increase per the terms of the AFSCME <br />bargaining unit contract to the salary range 1 minimum $16,173 effective June 30, 1990. A <br />motion was made and seconded by the Personnel Committee to recommend that City Council <br />accept the performance appraisal for Ms. Thieling and approve a salary increase to $16,173 <br />annually, in salary grade 1, with an effective date of June 30, 1990. <br /> <br /> 6 ) On June 20, 1990 the Personnel Committee reviewed the annual performance <br />appraisal for Accountant Jennifer Swendsen. Finance Officer Sandra Ashley, with City <br />Administrator David Hartley in agreement, recommended to the Personnel Committee to approve <br />a salary increase per the terms of the AFSCME bargaining unit contract. A motion was made and <br />seconded to recommend that City Council accept the performance appraisal for Jennifer <br />Swendsen and approve a salary increase to $24,529 annually, in salary grade 3, with an <br /> <br /> <br />
