CASE <br /> <br />By: <br /> <br />REPORT ON WACO STREET N.W. <br /> MAINTENANCE PROBLEMS <br /> Peter Raatikka, City Engineer <br /> <br />Background: <br /> <br />As requested at the June 26, 1990, Council meeting, I have <br />reviewed the drainage problem.on Waco Street N.W. at the border <br />of Burns Township. Currently, the northerly 250 feet of Waco <br />Street in Ramsey has a steep grade without ditches to handle <br />runoff. During periods of rainfall, erosion takes place and sand <br />and gravel is washed down the hill to the intersection of Waco <br />Drive and Waco Street in Burns Township. <br /> <br />I have discussed the problem with Mr. Mevissen and he stated it <br />is a continual maintenance problem which the Public Works <br />Department spends approximately $800 annually. <br /> <br />Burns Township held a public hearing regarding paving of Waco <br />Street and Waco Drive on June 27, 1990, and decided to proceed <br />with the project. One of their main concerns was washing of the <br />sand and gravel from Ramsey into Burns Township. Burns Township <br />requested that Ramsey take steps to minimize this erosion. <br /> <br />I have estimated the costs of two alternatives which would <br />minimize erosion along Waco Street in Ramsey. One alternative is <br />to construct sodded ditches along Waco Street, which is estimated <br />to cost $3,000. The other alternative is to grade and pave the <br />northerly 250 feet of Waco Street and construct bituminous berns <br />along the street. This alternative is estimated to cost $3,700. <br />Of the two alternatives, the paving of the northerly 250 feet of <br />Waco Street using a bituminous bern section is the best solution <br />to the problem. <br /> <br />I have discussed financing of the project with the City Attorney <br />and based on state statutes, this improvement could not be <br />assessed at a later date. Therefore, financing of either <br />solution would have to come from maintenance funds. Based on the <br />estimates, the improvement would pay for itself in approximately <br />five years from savings in maintenance. <br /> <br />Recommendation: <br /> <br />I have discussed the maintenance problem with the Road and Bridge <br />Committee and they recommend that ~ the City proceed with the <br />improvement to pave the north 250 feet of Waco Street. <br /> <br />Council Action: <br /> <br />Motion to direct the City Engineer to obtain an alternate bid, in <br />conjunction with the bids for the Burns Township project, to pave <br />the northerly 250 feet of Waco Street in Ramsey. <br /> <br /> <br />
