Sauk Rapids, Minnesota 56379 Re: Street Improvement Projects 90-7,8 and 9 City of Ramsey Gentlemen: We have reviewed your bid proposal of June 26, 1990, on the above- referenced projects and found it to be an irregular proposal in accordance to Article 1207 of the 1988 MN/DOT Standard Specifications for Construction. Item 5 of Article 1207 states that, if any unit prices are obviously unbalanced either in excess of or below the reasonable cost' analysis values, the proposal may be considered irregular and may be rejected. You bid the bituminous material at $0.01 per ton, while the other bidders bid the bituminous material between $117 and $130 per ton. Also you bid the 2341 wear course at $19.65 per ton while the average price of the remaining bidders was $13.38 per ton. Both of the unit prices were obviously unbalanced. We have also contacted the MN/DOT office of Contract Administration and they stated it is their policy to reject proposals with unbalanced unit pricesl Therefore, we will be recommending to the Ramsey city Council that your proposal be rejected due to unbalanced unit prices.
