Item 5 of Article 1207 states <br />that, if any unit prices are obviously unbalanced either in excess <br />of or below the reasonable cost' analysis values, the proposal may <br />be considered irregular and may be rejected. You bid the <br />bituminous material at $0.01 per ton, while the other bidders bid <br />the bituminous material between $117 and $130 per ton. Also you <br />bid the 2341 wear course at $19.65 per ton while the average price <br />of the remaining bidders was $13.38 per ton. Both of the unit <br />prices were obviously unbalanced. <br /> <br />We have also contacted the MN/DOT office of Contract Administration <br />and they stated it is their policy to reject proposals with <br />unbalanced unit pricesl Therefore, we will be recommending to the <br />Ramsey city Council that your proposal be rejected due to <br />unbalanced unit prices. <br /> <br />If you have any questions, please let us know. <br /> <br />Sincerely, <br /> <br />HAKANSON ANDERSON ASSOCIATES, INC. <br /> <br />Peter R.
