I <br />i <br />I <br />I <br />I <br />I <br /> <br />ORDINANCE #90- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AMENDMENT <br />SAFETY AND <br />MINNESOTA. <br /> <br />TO CHAPTER 110 WHICH IS KNOWN <br />WELFARE" CHAPTER OF THE CITY <br /> <br />AS THE "HEALTH, <br />CODE OF RAMSEY, <br /> <br />AN ORDINANCE AMENDING CHAPTER 110.20 <br />RAMSEY, MINNESOTA WHICH CHAPTER <br />"RECREATIONAL FIRE PERMITS". <br /> <br />TO THE <br />SHALL <br /> <br />CITY CODE OF <br />BE ENTITLED <br /> <br />The City Council of the City of Ramsey hereby ordains: <br /> <br />SECTION 1. <br /> <br />AMENDMENT <br /> <br />Chapter 110, Section 110.20 of the City Code is hereby mended to read as follows: <br /> <br />110.201 <br /> <br />The purpose of this chapter is to regulate the use and location of Recreational Fires within the City <br />of Ramsey and to provide for a permitting process for Recreational Fires and thereby protect the <br />health, safety and welfare of the citizens of Ramsey. <br /> <br />110.202 <br /> <br />For purposes of this Chapter 110.20, the terms defined in this section have the meaning given <br />them. <br /> <br />a) Open Burning. Open Burning means any open fire within <br /> Recreational Fire as defined herein. <br /> <br />the City except a <br /> <br />b) <br /> <br />Recreational Fire. "Recreational Fire" means a fire set with approved starter fuel; <br />(contained within border) for recreational, ceremonial, food preparation or social purposes; <br />of permitted recreational fire site; with open flame height less than three (3) feet; using dry, <br />clean wood or charcoal; producing little detectible smoke odor or soot beyond the property <br />line. Camp fn'es shall also be deemed "Recreational Fires". <br /> <br />c) <br /> <br />Recreational Fire Site. A "Recreational Fire Site" means an area of no more than a <br />three (3) foot diameter circle or nine (9) square feet, completely surrounded by non- <br />combustible and non-smoke or odor producing material, either of natural rock, cement, <br />brick, tile or blocks or ferrous metal only and which area is located depressed below <br />ground, on the ground or a raised bed. A permanent outdoor wood burning fireplace <br />structure constructed of the materials described above may also be classified as a <br />Recreational Fire Site. Burning barrels are prohibited. Mobile cooking devices such as <br />manufactured hibachis, charcoal grills, wood smokers and propane or natural gas devices <br />are exempt from permit process. <br /> <br />d) <br /> <br />Recreational Fire Site Permit. A "Recreational Fire Site Permit" means a permit <br />issued by the City of Ramsey pursuant to the regulations contained within this chapter, and <br />which permit is available only to the City of Ramsey residents for a fee as set annually by <br />City Council resolution. <br /> <br /> <br />
