TO CHAPTER 110 WHICH IS KNOWN WELFARE" CHAPTER OF THE CITY AS THE "HEALTH, CODE OF RAMSEY, AN ORDINANCE AMENDING CHAPTER 110.20 RAMSEY, MINNESOTA WHICH CHAPTER "RECREATIONAL FIRE PERMITS". TO THE SHALL CITY CODE OF BE ENTITLED The City Council of the City of Ramsey hereby ordains: SECTION 1. AMENDMENT Chapter 110, Section 110.20 of the City Code is hereby mended to read as follows: 110.201 The purpose of this chapter is to regulate the use and location of Recreational Fires within the City of Ramsey and to provide for a permitting process for Recreational Fires and thereby protect the health, safety and welfare of the citizens of Ramsey. 110.202 For purposes of this Chapter 110.20, the terms defined in this section have the meaning given them. a) Open Burning. Open Burning means any open fire within Recreational Fire as defined herein. the City except a b) Recreational Fire. "Recreational Fire" means a fire set with approved starter fuel; (contained within border) for recreational, ceremonial, food preparation or social purposes; of permitted recreational fire site; with open flame height less than three (3) feet; using dry, clean wood or charcoal; producing little detectible smoke odor or soot beyond the property line. Camp fn'es shall also be deemed "Recreational Fires". c) Recreational Fire Site. A "Recreational Fire Site" means an area of no more than a three (3) foot diameter circle or nine (9) square feet, completely surrounded by non- combustible and non-smoke or odor producing material, either of natural rock, cement, brick, tile or blocks or ferrous metal only and which area is located depressed below ground, on the ground or a raised bed. A permanent outdoor wood burning fireplace structure constructed of the materials described above may also be classified as a Recreational Fire Site. Burning barrels are prohibited. Mobile cooking devices such as manufactured hibachis, charcoal grills, wood smokers and propane or natural gas devices are exempt from permit process. d) Recreational Fire Site Permit. A "Recreational Fire Site Permit" means a permit issued by the City of Ramsey pursuant to the regulations contained within this chapter, and which permit is available only to the City of Ramsey residents for a fee as set annually by City Council resolution.
