"Wood" means dry, clean fuel only such as twigs, branches, limbs, "presto <br />logs" charcoal, cordwood or untreated dimensional lumber. "Wood" does NOT include <br />wood that is green, with leaves or needles, rotten, wet, oil soaked, treated with paint or <br />preservatives. In addition, "wood" does NOT include composition board, plywood, <br />pressed board, chipboard, wall board, packaging material, building material (other than <br />dimensional lumber) sawdust and railroad ties. Clean, untreated, unspilled on pallet wood <br />may be safely used if cut to 3' length. <br /> <br />f) <br /> <br />~hiltJg.~F_lltli. "Starter Fuels" means dry paper, clean cardboard, charcoal fire <br />starter. Paraffin candles and alcohol are permitted as starter fuels as an aid to ignition only. <br />Mixed packaging material, plastic, or petro-chemical fuels (kerosene, fuel oil, diesel, <br />lighter fluid, gasoline) are NOT to be used for starter fuels NOR added to a recreational <br />fire. <br /> <br />110.203 Permit Reo_uired <br /> <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br /> <br />It shall be unlawful, a violation of this chapter and a petty misdemeanor for any person to start or <br />allow to bum any Recreational Fire on any property in the City of Ramsey without first having <br />obtained a Recreational Fire Permit ("Permit"). <br /> <br />110.204 permit ~pplication <br /> <br />The permit shall be obtained by making application on a form prescribed by the City. The permit <br />application together with that permit fee established by City Council Resolution shall be presented <br />to that City Staff person designated by the City Administrator for review and processing the <br />application. <br /> <br />110.205 Permit Process <br /> <br />Upon receipt of the completed permit application and permit fee as set annually by resolution, the <br />City staff person shall refer the permit application to the City's Fire Department. Fire Department <br />personnel shall then physically inspect the proposed recreational fire site and make a written report <br />to the City staff person as. to the adequacy of the site. The Fire Department personnel shall report <br />on such fire safety features as adequate cleared area, set back from property lines, distance from <br />structures and other relevant fire safety features. Upon a written report finding that the site is <br />adequate, the City staff person shall issue the permit for a one year period. In the event, the Fire <br />Department personnel find the proposed site inadequate and unsafe, no permit may be issued. <br /> <br />110.206 Permit Holder Responsibility <br /> <br />I <br />I <br />I <br />I <br /> <br />Prior to starting a Recreational Fire, the site permit holder shall be responsible for confirrning that <br />no burning ban or air quality alert is in effect. A 24 hour information number is maintained by the <br />City of Ramsey which will indicate if there is a burning ban or air quality alert. Permittee is legally <br />responsible for containing the fire in recreational fire site. The permit holder shall be required to <br />insure (1) that Recreational Fires are attended by a person of suitable age and discretion; (2) that the <br />fire is extinguished completely before the last person leaves the site; and (3) that a valid permit as <br />required by the Chapter be available for inspection by the Ramsey Police Deparunent, fire <br />Department and/or DNR Forest Officer. <br /> <br />110.207 Revocation of a Permit <br /> <br />A recreational fire permit may be revoked upon a finding by the City's Fire Chief that: <br /> <br />I 1) The originally inspected and permitted site has been altered or relocated without permit <br /> renewal; or <br /> 2) Receipt by the City of citizen complaints regarding the site, such that fa'es at the site are a <br /> public nuisance; and which complaints have been verified by City Fire Department <br />I personnel personnel; or <br /> and/or <br /> Police <br /> 3) Violation of burning ban or air quality alert; or <br /> 4) Violation of any other provision of this chapter. <br />I 174 <br /> <br /> <br />
