ORDINANCE ~)0- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AMENDMENT TO CHAPTER 110 WHICH IS KNOWN AS THE <br />"HEALTH, SAFETY AND WELFARE" CHAPTER OF THE CITY CODE <br />OF RAMSEY, MINNESOTA <br /> <br />AN ORDINANCE ESTABLISHING CHAPTER 110.30 TO THE CITY <br />CODE OF RAMSEY, MINNESOTA, WHICH CHAPTER SHALL BE <br />ENTITLED "OPEN-BURNING DISPOSAL PERMITS". <br /> <br />The City Council of the City of Ramsey hereby ordains: <br /> <br />110.301 PURPOSE <br /> <br />The purpose of this chapter is to regulate the use of open-burning and establish permitted <br />categories of open-bum events within the City of Ramsey (except recreational fires when <br />contained in a permitted recreational fire site as prescribed in Section 110.201 of the <br />Ramsey City Code). <br /> <br />110.302 DEFINITIONS <br /> <br />For purposes of this Chapter 110.19, the terms defined in this section have the meaning <br />given them. <br /> <br />a) <br /> <br />Open Burning: Open burning means the burning of any matter whereby the <br />resultant combusting products are emitted directly to the atmosphere without <br />passing through an adequate stack, duct or chimney. Oils, rubber, paint, plastic, <br />shingles, tires, insulation, railroad ties or u'eated wood and other similar smoke- <br />producing materials shall not be burned or used as starting material. <br /> <br />b) <br /> <br />Recreational Fire: As defined in Section 110.202 of the Ramsey City Code the <br />recreational fire site as defined in Section 110.202 of the Ramsey City Code. <br /> <br />110.303 PERMITTED PURPOSES <br /> <br />B. <br />C. <br />D. <br />E. <br />F. <br />G. <br /> <br />Instruction and training <br />Elimination of fire or health hazard <br />Accepted agricultural, forest or game management practice <br />Ground-thawing <br />Disposal of trees for development of lands and right-of-way or maintenance <br />Disposal of diseased trees <br />Disposal of building material generated by demolition of a non-commercial or non- <br />institutional structures <br /> <br />110.304 PERMIT REQUIRED <br /> <br />It shall be unlawful, a violation of this chapter and a misdemeanor for any person to start or <br />allow to bum any open-burn on any property in the City of Ramsey without fh'st having <br />obtain an open-bum disposal permit. <br /> <br />/7** <br /> <br /> <br />
