i <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />110.305 PERMIT APPLICATION <br /> <br />This permit shall be obtained by making application on a form prescribed by the City. The <br />permit application together with the permit fee established by City Council resolution shall <br />be presented to that City staff person designated by the City Administrator for reviewing <br />and processing said applications. <br /> <br />110.306 PERMIT PROCESS <br /> <br />Upon receipt of the completed permit application and minimum permit fee as set annually <br />by resolution, the City staff person shall schedule a preliminary site inspection to locate the <br />proposed burn site, draft a fire event safety plan, and note special conditions. The <br />materials may then be piled for burning at which time a second inspection is scheduled to <br />assess volume of material and associated fees, set dates and times of permitted burn and <br />review fn-e safety considerations. Two days before burning, the permittee must notify the <br />City of Ramsey Fire Department of said burn. One day after completing the burn, the <br />permittee must notify the City of Ramsey Fire Department for inspection and restoration of <br />site. <br /> <br />110.307 PERMIT HOLDER RESPONSIBILITY <br /> <br />Prior to starting an open-bum the site permit holder shall be responsible for confLrming that <br />no burning ban or air-quality alert is in effect. A 24-hour information number is maintained <br />by the City of Ramsey which will indicate if there is a burning ban or air-quality alert. <br /> <br />Every open fare event shall be constantly attended by the permit holder or a competent <br />representative, thereof, with appropriate communication and fire suppression equipment as <br />set out in the fire safety plan. The open-bum fire shall be completely extinguished before <br />leaving the site. <br /> <br />It is the responsibility of the permit holder to have a valid permit, as required by this <br />chapter, available for inspection on the site by the Ramsey Police Department, Fire <br />Department and/or DNR Forest Officer. <br /> <br />The permit holder is responsible for compliance and implementation of all general <br />conditions, special conditions and the bum event safety plan as established in the permit <br />issued. <br /> <br />110.308 REVOCATION OF PERMIT <br /> <br />This permit is subject to revocation at the discretion of MPCA Director, a Department of <br />Natural Resources Forest Officer, the City of Ramsey Fire Chief or the City of Ramsey <br />Fire Warden. Reasons for revocation include but are not limited to: A fhe hazard existing <br />or developing during the course of the bum or any of the conditions of the permit being <br />violated during the course of the bum. <br /> <br />110.309 DENIAL <br /> <br />If established criteria for the issuance of an open-burn disposal permit are not met or during <br />review of said application, special conditions are identified or if a reasonable, practical <br />alternative method of disposal of the material exists, or if a bum event safety plan cannot be <br />drafted to the satisfaction of the Fire Warden and the Fire Chief, then the City may deny the <br />application. <br /> <br /> <br />
