In discussing the availability of equipment and personnel to do <br />site grading, ag liming, and the remainder of work with Merle, he <br />indicates that they have time and equipment constraints which would <br />not enable the work to be done by city forces. <br /> <br />I have discussed with Sandra Ashley the possibilities of financing <br />should the Council determine to proceed. <br /> <br />Since virtually no funds are available from a contingency reserve, <br />the funding would have to occur through interfund loans. Since <br />these improvements are requested to be funded in 1991 from the <br />general fund, the loans could be paid back from general funds. The <br />Landfill Trust Fund is one potential source of loan funds. The <br />Park Trust Fund is another potential source of funds (approximately <br />$100,000).
