The City has established a trail development fee at a rate of $475 per unit; existing homesteads
are exempt from this fee. The plat will be subject to the trail fee in effect at the time of fmal. plat~-
approval. This feed must be paid prior to the City releasing the mylars for recording.

The Planning Commission reviewed this project on November 6, 2003. Staff has had
discussions with Ryland Homes regarding possible rearrangement of the plan to incorporate a
public street and shorter private drives~ This area zoned is PUD, which allows for latitude by the
Council in accepting the final plat. The Park Commission should consider what they would
expect in Park and Trail Dedications. There is an existing City park south east of the
development and an 8-foot trail was added south of Riverdale Drive when Pdvenwick 3rd WaS
developed. Commission can make park dedication at future meetings after revised~plans are
submitted.

Commissioner Olds inquired on the map, there is a rectangle with a rectangle in the middle. The City is requiring public
roads.

Commissioner Shryock inquired if there would be sidewalks on the south side of the
development or somewhere in the development.

Assistant Public Works Director Olson explained it shows on the map proposed but he did not .
recall one on Riverdale.

Commissioner Shryock stated with the traffic and speeds on the road, they should have sidewalks
around the development.

Assistant Public Works Director Olson agreed and asked if the sidewalks should be all around
the development.

Park and Recreation Commission/November 13, 2003
Page 8 of 11

/'1(8
