I REPORT ON BISON STREET N.W. <br /> By: Pete Raatikka, City Engineer <br /> <br />Background: <br /> <br />As a result of concerns raised by residents of Golden Eagle Estates <br />regarding Bison Street N.W. being improved as cul-de-sacs versus <br />a through street, I have reviewed the impacts of traffic on Golden <br />Eagle Estates. <br /> <br />The plat of Dellwood Hills created the addition of eight new <br />building sites. Based on Mn/DOT and traffic projections, each <br />residential dwelling unit generates approximately 10 trips per day. <br />Therefore, the plat of Dellwood Hills will create an additional 80 <br />trips per day. Assuming 90 percent of the traffic goes south, the <br />anticipated additional traffic in Golden Eagle Estates 72 trips per <br />day. <br /> <br />Based on traffic design standards and the functional classification <br />system characteristics for roadways in the City's Comprehensive <br />Plan, local residential streets can carry up to 1,000 trips per <br />day. Based on the number of existing building sites and a volume <br />of 10 trips per day per vehicle, the main local streets (169th <br />Avenue and Zeolite Street) in Golden Eagle Estates would be <br />subjected to average daily traffic of 550. <br /> <br />In response to the proposed solutions presented by the residents, <br />we offer the following comments: <br /> <br />Posting 171st Avenue at Bison Street as a no through street <br />or emergency vehicles only would not have a great impact on <br />traffic. This sign would not be practically enforceable. <br /> <br />Installing a series of stop signs to discourage traffic could <br />be done. However, it is our opinion a number of residents <br />would abide by the sign and enforcement would also be a <br />problem. <br /> <br />I <br />I <br />I <br /> <br />Development of another outlet to the south of Golden Eagle <br />Estates is not practical due to the crossing of the Trott <br />Brook floodway. <br /> <br />It has been the City's policy not to install speed bumps since <br />it would create liability to the city. The City's insurance <br />carrier has also recommended against such action. <br /> <br /> <br />
