I <br /> <br />'1 <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br />CENTRAL PARK BALLFIELDS <br /> By: Merland Otto <br /> <br />Background: <br /> <br />At the July 10, 1990 City Council meeting, Ms. Bev Swanson, President of the Ramsey Youth <br />Athletic Association (RYAA), presented the need for additional ballfields. She stressed the need to <br />have at least two additional playable softball fields for next spring's season. In order to <br />accomplish this, grading, an extension of the irrigation system, and turf establishment would need <br />to be completed this fall. Ag liming and backstops should also be installed with the project rather <br />than deferring this work until next spring to avoid delay due to road limits, etc. If necessary, <br />however, these latter two items could be done next spring. <br /> <br />Ms. Swanson also indicated the broad support of RYAA parents for this improvement, possibly <br />including some volunteer efforts. <br /> <br />It was relayed to the Council that no funds are available from the 1990 Parks Improvement Budget <br />for this project. <br /> <br />In the five year Capital Improvement Plan as well as the 1991 budget request, $104,000 is <br />estimated as the cost of this project. <br /> <br />At the July 10, 1990 Council meeting, we discussed a program to develop two fields at a project <br />cost of $75-$80,000. This single expenditure, however, exceeds the entire amount allocated for <br />parks improvements in the 1990 budget. Alternatively, if a bond issue is presented and passed, <br />funds may be paid back from this funding source. <br /> <br />I <br /> <br /> <br />
