This may require that the City provide for the possible <br />storage of materials during times of over supply such as last years newspaper glut. <br /> <br />In the City of Ramsey the idea of zoning would not currently be an option due to the <br />amount of City Staff time that would be required to develop the program. The City-Wide <br />recycling program will not include zoning for solid waste disposal at this time. <br /> <br />Program Proposal <br /> <br />City Staff would recommend that the City Council authorize a contracted program for the <br />City-Wide Curbside Recycling Program. This program would allow for the pick-up of <br />newsprint, glass, aluminium, and metal cans. The pick-up would require that the residents <br />separate their recycables into each individual material by placing grocery bags in the <br />container provided. The program could be as little as once a month but it is suggested that <br />the pick-up be provided on a bi-monthly basis. <br /> <br />Attachment A is the plan and proposed specifications for the curbside recycling program. <br />The bids request that the bidders submit bills that include the billing service and bids that do <br />not include the billing service. When the bids are received the City Council will decide on <br />which bid to accept based on the cost of the bidder providing billing and the cost for the <br />City to do the billing. <br /> <br />Billing: <br /> <br />The billing of the service would be handled in the following manner with the City billing <br />each resident for the recycling service. <br /> <br />The cost of the development of the billing system could be built into the charge for the <br />service. The city-wide billing system may eventually be needed for the street light system <br />and other services that may be provided in the future. <br /> <br />If the approved bid is without the billing option the City could use it's share of the tipping <br />fee to cover the cost of the program for the fin'st three months of the service. The program <br />could then be billed on a quarterly basis with the other utility bills. <br /> <br />The City could use an intern during November to January to in put the required data base <br />into the utility billing system. This information would then need to be updated as addresses <br />are assigned and new residents move to Ramsey. <br />The cost of this billing system would be estimated as follows; <br /> <br />Intern for 10 months at $5.00/hour <br />Information list from the Anoka County <br /> <br />$3,500.00 <br /> SS00.00 <br /> <br />The time required to add new construction and residents to the system would depend on the <br />number of new constructions. Once the system is set up the time required to add names <br />would be very minimal. <br /> <br />Unpaid bills would be submitted to the County for attachment to the tax roles as a special <br />assessment for current services. Special assessments, by State Law, are allowed for the <br />providing of current services.
