'l
!

c)

removal or elimination of public health or safety hazards from private property,
excluding any structure included under the provisions of sections 463.15 to
463.26."

This would guarantee that the City collects for all of the accounts. However, the City may
have to wait until the tax roles are collected. The City could include an interest charge to
help defray the cost of this type of billing.

Request for Bids

The bids for the City-Wide service would include a quote for both the service provider
request for bids including the cost billing per household and the cost without the billing
option. This would allow for the City to develop a billing system if the cost is less then the
cost to have the contractor provide the billing service.

The bid requests would be for a two years and three month period. The second year of the
contract would include an increase of five percent or the annual inflation rate. The three
months are from the end of 1990 and would get the contract to an annual review during
December.

Container Delivery

The containers will be distributed by the residents stopping by City Hall and the actual
delivery to residents by the local community service groups such as the Keep America
Beautiful Committee. The new residents would be required to stop by City Hall to pick up
their containers and at that time the residence could be entered on the system.

The proposed schedule for the recycling program would be as follows;

City Council Approves Plans and Specs
Advertise for Bids
Bids Opened
City Council Approves Bid
Contract Entered into with Successful Bidder
Containers are Delivered to the City
Containers are Distributed to Residents
Program Starts

July 24, 1990
July, 25, 1990
August 28, 1990
August 28, 1990
August 29, 1990
September 1, 1990
September 1-30, 1990
October 1, 1990
