However, the City may <br />have to wait until the tax roles are collected. The City could include an interest charge to <br />help defray the cost of this type of billing. <br /> <br />Request for Bids <br /> <br />The bids for the City-Wide service would include a quote for both the service provider <br />request for bids including the cost billing per household and the cost without the billing <br />option. This would allow for the City to develop a billing system if the cost is less then the <br />cost to have the contractor provide the billing service. <br /> <br />The bid requests would be for a two years and three month period. The second year of the <br />contract would include an increase of five percent or the annual inflation rate. The three <br />months are from the end of 1990 and would get the contract to an annual review during <br />December. <br /> <br />Container Delivery <br /> <br />The containers will be distributed by the residents stopping by City Hall and the actual <br />delivery to residents by the local community service groups such as the Keep America <br />Beautiful Committee.
