I
I
'1
I
I

I
:1

.I
I
I
I
I
I
I
I

APPOINT ELECTION JUDGES AND ESTABLISH
HOURLY RATE OF PAY FOR 1990
By: Penny Curtis, Administrative Coordinator

Background:

The City is required to appoint election judges for the 1990 Primary and General Elections.
Enclosed is a list of these judges for appointment.

The City Council must also establish compensation for election judges for 1990. Minnesota
Statutes require that election judges receive at least the prevailing Minnesota minimum wage
($3.95) for each hour spent in training and in carrying out their duties. In 1988, Ramsey's election
judges were paid an hourly rate of $5.50 and head judges (chairs) were paid $6.00. The County
has offered a $. 15 per capita subsidy to cities that pay their judges at least $9.00 per hour. As
indicated in the enclosed memo from Finance Officer Sandra Ashley that Council received on April
24, 1990, by increasing the hourly rate to $9.00 for all judges, the City would increase the payroll
by approximately 60%, not including associated payroll costs. The subsidy from the County for
1990 would offset approximately 21% of the increase, but the availability of subsidies beyond
1990 is not certain.

Recommendation:

It is recommended that Council appoint the list of election judges as submitted and that the hourly
rate of $5.50 for election judges and $6.00 for chairs be paid in 1990.

Council Action:

Motion to adopt Resolution g90-08-_ appointing election judges for the 1990 Primary and
General Elections.

Motion to adopt Resolution g90-08-~
judges and $,~ for cha/rs.

establishing an hourly rate of pay of $,~

for election

Review Checklist:

City Administrator X
City Attorney
City Eng/neer
Community Development Director
Personnel Coordinator X

Chief of Police
Finance Officer
Public Works Supervisor
Administrative Coordinator

X

X
