CASE <br /> <br />CONSIDER USE OF CDBG FUNDS <br />By: Merland Otto, Parks Planner <br /> <br />Background: <br /> <br />The 1989 improvements at River's Bend Park were funded through the use of Community <br />Development Block Grant (CDBG) funds with specific emphasis on making the park accessible to <br />seniors and handicapped individuals. <br /> <br />The City has used CDBG funds to establish a revolving loan program for economic development. <br />Due to the administrative expenses and staff time involved, this has not been an effective program. <br />The fund balance as of December 31, 1989 for the Economic Developing Revolving Loan Program <br />is $26,574.00. The last activity in this program was May 23, 1989. These funds must be <br />reallocated within 18 months or the City loses the funds. A suggestion has been made to realtocate <br />those funds for continued improvements at River's Bend Park with emphasis on handicapped <br />accessibility and senior needs (additional handrails, benches, concrete pads for tables, etc.). <br /> <br />Recommendation: <br /> <br />Adopt resolution authorizing the Mayor and City Administrator to enter into an agreement with <br />Anoka County for the re-use of CDBG funds from the revolving loan fund for additional park <br />improvements at River's Bend Park. <br /> <br />Council Action: <br /> <br />Motion to adopt/not adopt Resolution g90-08- . . authorizing the Mayor and City Administrator to <br />enter into an agreement with Anoka County for reusing CDBG revolving loan funds for park <br />improvements at River's Bend Park. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Planning Assistant <br />Public Works Supervisor <br /> <br />X <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission <br />Park & Recreation Commission <br />Other <br /> <br />X <br /> <br />/jmt <br /> <br /> <br />
