1991 PROPOSED GENERAL FUND OPERATING BUDGET AND PROPOSED 1991 PAYABLE PROPERTY TAX LEVY By: David R. Hartley, City Administrator Background: The Council's Budget Committee met with staff and reviewed 1991 budget requests on July 31, August 2, 8 and 15, 1990. Another budget meeting is scheduled for September 6, 1990 to review the total budgeted revenues, budget expenditure requests and other financing sources and uses for the General Fund 1991 budget. At this point in time, the expenditure requests exceed the available revenue. It is the intent of the City Administrator and Budget Committee to present the Council with a recommended balanced budget for 1991 at the Council meeting of September 25, 1990. Due to the requirements of Truth In Taxation, the Council must adopt a proposed 1991 budget and levy such that certified copies can be delivered to the County Auditor on or before September 1, 1990. Attached are the required resolutions. As the City may not adopt a final budget and levy for 1991 that exceeds the proposed amount, the levy limit has been used to establish the proposed budget and levy. In addition, by September 1, 1990, our City must also notify the County of the City of Ramsey's budget public hearing date(s) and time. At tonight's meeting the initial date and a date for commencing the meeting, if necessary, must be scheduled. The Department of Revenue has issued specific requirements regarding the date/time for the hearings, and they are: 1) The hearing cannot be held on a Sunday. 2) If the hearing is held on a day other than Saturday, it must be held after 5:00 p.m. 3) If the hearing is on the same day as a regularly scheduled meeting, the public hearing on the proposed property tax must be dealt with first; the subjects of the public hearing and regularly scheduled meeting may not be intermingled, and the final property tax levy for payable 1991 must be adopted at the conclusion of the public hearing unless a continuation hearing is scheduled and held. 4) The hearing(s) must be held between November 15, 1990 and December 20, 1990. 5) On August 21, 1990 a letter was received that confirmed the County and School District Budget public hearing dates. The date(s) selected by the City of Ramsey must not conflict with the following: Budget Public Hearing Date Governmental Unit November 26 & November 27 November 28 & December 5 December 4 & December 10 School District No. 728 Anoka County School District No. 11 Recommendation: Staff recommends adoption of the attached resolution setting the proposed 1991 General Fund Budget and also the resolution setting the Payable 1991 property tax levy which will be sent under separate cover.
