However, because the Development Agreement contains a
questionable Park Dedication clause and said Agreement
was filed on May 15, 1990, the City has committed what is
deemed to be a deliberate act to cloud our titles.

Therefore, we, the homeowners mentioned at the top of
this letter, hereby request that the City of Ramsey
reverse the filing of said Development Agreement now
filed against our property within ninety (90) days of the
date of this letter. If the City of Ramsey declines this
request, we will have no choice but to pursue legal
action against the City of Ramsey and members of the City
Council. Minnesota State Statute 559.03 clearly defines
our rights in this situation.

We look forward to receiving written notification that
our properties have been released of the filing of said
Development Agreement within the next ninety (90) days.
Sincerely, 1 /~
James Allen~~~/~--~ John Ramsey ~~
Susanne Alle Judy Ramsey
Doug Opsal ~~~~ Thomas Korin
Klmberly Opsal~~ David Monchamp

Received by Bill Goodrich, Attorney for the City of
Ramsey, on July 24, 1990 at the offices of Randall, Dehn
and Goodrich, Anoka, Minnesota.

~i Goodric ey
City of Ramsay
