CASE # ! <br /> <br />PROPOSED ORGANIZATION OF THE CITY OF RAMSEY <br /> By: David R. Hartley, City Administrator <br /> <br />Background: <br /> <br />The recent resignation of Mr. Mark Banwan, Community Development Director, stimulated the <br />review of our organizational structure. On July 3, 1990, the meeting was held with all Department <br />Heads and the Personnel Coordinator. The result of that meeting was a recommendation that the <br />Community Development, Public Works and Engineering functions of the CiD, be merged into one <br />department, thereby eliminating two Department Head positions and placing greater emphasis upon <br />fn'st-line supervisors for leadership. <br /> <br />Another recommendation was to modify the role of Finance Officer to operate as a private sector <br />equivalent to a Vice-President of Operations. Other minor changes consist of placing the Project <br />Manager under the Senior Engineering Tech; placing Parks under the Public Works Supervisor and <br />permitting the Utility Coordinator to specialize while reporting to the Public Works Director; <br />designating the Planning Assistant as Zoning Administrator and establishing a position of Senior <br />Accountant and Community Relations Representative. <br /> <br />The Planning Assistant now serves as Editor of the Ramsey Resident and Recording Secretary for <br />the City Council and Planning and Zoning Commission. The Ramsey Resident responsibilities <br />would be transferred to the Community Relations Representative and the Administrative Services <br />Secretary would assume the duties of Recording Secretary for the City Council and the Planning <br />and Zoning Commission. This would necessitate immediate filling of the one vacancy in <br />Administrative Services. <br /> <br />The addition of the Senior Accountant is intended to relieve the Finance Officer to serve as <br />mentioned above. The Senior Accountant and the Community Relations Representative represent <br />the positions that will replace the Community Development Director. The Community Relations <br />Representative would assume the primary responsibilities of the Ramsey Resident, Recycling <br />Coordination, and Key Communicator/Crime Watch. Additional tasks could include updating the <br />Ramsey Resident's Guide, assisting with the production of Cable-TV shows, recognition of public <br />service throughout the community, serving as Community Education liaison, preparing press <br />releases, coordinating public transportation programs, and coordinating community meetings on a <br />variety of topics which could include information on scenic and critical rivers, diseased trees and <br />other community concerns. <br /> <br />We believe this organizational su'ucture will provide for the most efficient and effective delivery of <br />public services in the City of Ramsey for the near future. We also believe that this organizational <br />structure makes optimal use of the various talents of individuals within our organization. <br /> <br />The Department Heads of the City of Ramsey and I respectfully submit this proposed <br />organizational structure to the Personnel Committee for its review, comments, questions and <br />approval. <br /> <br /> <br />
