PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The City of Ramsey Personnel Committee conducted a meeting on Tuesday, August 14, 1990 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Sandra Ashley <br />Police Chief Mike Auspos <br />City Engineer Steven Jankowski <br />Planning Assistant Sylvia Frolik <br />Parks/Utilities Coordinator Mark Boos <br />Personnel Coordinator Kay McAloney <br /> <br />CALL TO ORDER <br /> <br />The Personnel Committee meeting was called to order at 5:36 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVAL OF AGENDA <br /> <br />The consensus was to approve the agenda as submitted. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Proposed Organization of the City of Ramsey <br /> <br />City Administrator Hartley gave a background on the organizational chart presented to the <br />Personnel Committee. The proposed organizational chart showed the Department Heads and their <br />support staff, with the support staff reporting to each Department Head and each Department Head <br />reporting to the City Administrator. Mr. Hartley informed the Committee that there was a meeting <br />with Department Heads regarding organization on July 3, 1990, after the resignation of Mark <br />Banwart, Community Development Director, and another meeting this afternoon, August 14, <br />1990. Mr. Hartley explained that Sylvia Frolik, Planning Assistant, would be the Zoning <br />Administrator. Some of Sylvia's present duties would be moved to the Community Relations <br />position under Administrative Services. The Community Relations position would include a lot of <br />public contact. The minute taking tasks will be assumed by Administrative Services by adding a <br />secretary with minute taking skills. Some of the duties of the Finance Officer will be given to the <br />Senior Accountant position and Finance Officer Sandra Ashley will act as Vice President of <br />Operations. Mr. Hartley explained that the Police Chief would like to place one of his Patrol <br />Officers in the position of Sergeant and add another Patrol Officer to the roster. The Fire <br />Department is requesting two Lieutenants and will be discussed tonight at the Fire Board meeting. <br />The Economic Development role will be partially carried by David Hartley.
