Councilmember Cich inquired as to what had been done regarding hiring the two Engineering <br />Technicians that are needed as soon as possible. <br /> <br />Mr. Hartley stated that the positions had been funded and the job descriptions and market analysis <br />regarding salary were being worked on right now. <br /> <br />City Engineer Jankowski stated that he and Personnel Coordinator Kay McAloney had been <br />working on the job descriptions and that Ms. McAloney had been collecting newspaper ads for <br />other Engineering Technician positions. <br /> <br />Mr. Hartley explained there was concern over the utilities function. He feels that at this time there <br />is not sufficient priority work to fill a full time utilities person. This will probably happen six <br />months to two years from now. When that would become a full-time position, the Utilities <br />Coordinator would report directly to the City Engineer. A brief discussion ensued regarding how <br />much of Mark Boos, Parks/Utilities Coordinator, time was spent on just utilities. Mr. Boos stated <br />a little less than half his time was spent on utilities, however, utility duties were shared with others. <br />Mr. Hartley stated that with the City's growth, the demand for a full-time Utilities Coordinator <br />would become a must. Mr. Hartley also stated that it would be beneficial to have a Utilities <br />Coordinator to be documenting information from the beginning of a project. Mr. Jankowski also <br />stated that with new regulations and future programs, and as the system grows larger, there will be <br />more responsibilities for a full-time utilities person. Councilmember DeLuca asked if this was a <br />priority type situation now - meaning as the job grows, fill it. Mr. Hartley said he wanted the <br />Committee to be conscious of the fact that utilities have to be dealt with and that very soon one <br />person would have to be committed to take care of the system. That doesn't mean that one person <br />has to do everything, but there would be one person in command of the utility function. <br />Councilmember DeLuca stated that the utilities should be Mark Boos' priority. <br /> <br />Mr. Boos stated that utilities are his priority right now and whatever time is left over he spends <br />working with park projects. Councilmember Cich requested a histogram of the utilities part (e.g. <br />50% this year, 75% next year, 100%...) <br /> <br />Mr. Boos agreed that this is a good plan, however, he enjoys the park duties also and he wouldn't <br />like to see those duties taken away. Mr. Hartley stated it would be impossible for Mr. Boos to do <br />it all. Mr. Boos agreed but he felt it was being decided for him and he felt he should be consulted. <br />Upon inquiry of his preference, parks or utilities, Mr. Boos stated he really liked both fields. He <br />also stated there are jobs he does that could be done by other people freeing him up for more of the <br />technical part of parks and utilities. Councilmember Cich stated that Mr. Mevissen and Mr. Boos <br />would need to work together to assure more efficiency in the Public Works Department. <br /> <br />Councilmember Cich inquired about the Community Relations position. <br /> <br />Mr. Hartley stated that some of the Planning Assistant's tasks, along with the Key Communicator <br />Program, would be taken over by the Community Relations person and the Community Relations <br />person would also help staff with the new projects and programs. Whenever a new program is <br />introduced, there are more phone calls to answer, new wants to answer to, etc. <br /> <br />Councilmember Cich inquired about the Senior Accountant position. <br /> <br />Finance Officer Ashley stated there is a need for someone to become a facilitator for a number of <br />things. The Finance Office has been a reporter with no involvement with the City Engineer. City <br />Engineering has monitored all records etc. However, that is changing now because we have our <br />own City Engineer. Ms. Ashley stated there are so many programs and grants available with a lot <br />of things to go through but no one is available to do follow-up and that person is greatly needed. <br />She also stated the Finance Office has been struggling to get caught up and with added duties it's <br /> <br />Personnel Committee/August 14, 1990 <br /> Page 2 of 4 <br /> <br /> <br />
