A Senior Accountant with experience and knowledge will <br />have more time to do the job accurately. Mr. Hartley informed the Committee of Ms. Ashley's <br />workload and the amount of time she works including Friday nights, Saturdays and even Sundays. <br />He stressed recognizing the value the City could get from obtaining a Senior Accountant. <br /> <br />Councilmember Cich inquired about the Police Sergeant position. <br /> <br />Police Chief Mike Auspos stated the Sergeant will be a Patrol Officer working his shift, rotating, <br />etc. but will assume the responsibilities of Police Chief in Chief Auspos' absence. He will also <br />assist with scheduling and general supervision. This will be a promotion from within the Police <br />Department and the new person being hired will be a Patrol Officer. At this time it is undetermined <br />how the promotion will be handled. <br /> <br />Mr. Harfley stressed how important timing is regarding this organizational plan. He stated the City <br />has been operating without a Community Development Director since Mark Banwart's resignation. <br />The City has also been going through the stage of transition regarding the Engineering position. <br />The funding for the Senior Accountant position will come from the Community Development <br />Directors position that will be eliminated. The Senior Accountant position should be filled <br />immediately and community development tasks reassigned as Sylvia Frolik has also putting in a lot <br />of time doing her job plus handling all the Community Development Director's functions. <br /> <br />Councilmember Cich asked if the dispersion of duties would help to work smarter. <br /> <br />City Administrator Hartley answered that the staff is working smart now but there are a lot of <br />improvements we could do to make jobs easier, however, we need more people to do that. <br /> <br />Councilmember Cich asked if there could be forms put in the computers to help save time. Mr. <br />Hartley stated that a lot of the forms are in the computer at this time, but much more could be put <br />into the computers with the manpower to do it. <br /> <br />Councilmember DeLuca asked if Mr. Hartley wanted the recommendations from tonight's meeting <br />brought to City Council tonight. Mr. Hartley answered yes and again stressed the importance of <br />acting quickly. <br /> <br />Case #2: Computer Use Coordination <br /> <br />The additional duties involved with this position are to support computer users, perform routine <br />maintenance of computer equipment and monitor telecommunications and networks usage. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to instruct the Personnel <br />Coordinator to adjust any Salary Grade 1 position to a Salary Grade 1.5 when computer related <br />responsibilities are added to that position. <br /> <br />Motion carded.
