I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br />IV. <br /> <br />Vo <br /> <br />PROJECT ASSESSMENT <br /> <br />The proposed facilities are sized and located for lateral or <br />local service. No oversizing of the sewer or water mains for <br />trunk service is required or proposed. The proposed watermain <br />construction is directly from existing facilities to the <br />single property served. It is proposed to assess all <br />watermain costs to the benefitted parcel. The extension of <br />sanitary sewer is adjacent to several currently unsewered <br />parcels east of T.H. 47 located in the south half of Section <br />25, which properties can in the future connect directly to the <br />sewer and receive benefit. It is recommended that the costs <br />of the lateral sanitary sewer be allocated to potentially <br />benefitted properties but assessed for current collection only <br />against the property proposed for full utility service at this <br />time. Those properties east of T.H. 47 would not be <br />immediately benefitted since with water service not available, <br />connection to the sewer would not be permitted. These~ <br />properties would be subject to subsequent sanitary sewer <br />assessments as per Chapter 210.012G of the City Code. <br /> <br />Ail project costs are proposed to be funded by current lateral <br />assessments and trunk assessments against the single 12+ acre <br />parcel proposed to receive full utility service and benefits. <br />The combination of assessment for lateral sewer and water <br />costs plus the standard city assessment on a Residential <br />Equivalent Connection basis for trunk sewer and water will <br />exceed the total estimated project costs. The cost of project <br />construction will be paid from these assessments. The portion <br />of the total assessment in excess of project costs will be <br />transferred to the city trunk sewer and water fund to pay <br />previously incurred costs of trunk facilities. <br /> <br />PROJECT FUNDING <br /> <br />The city of Ramsey assessment ordinance and policy places cost <br />responsibility for all lateral utilities upon the benefitted <br />properties and in addition, provides for assessment of trunk <br />sewer costs of $421.00 per residential equivalent connection <br />(R.E.C.) and an assessment for watermain trunk, sewer and <br />sewage costs of $936.00 per R.E.C. ($1,357.00 per R.E.C. total <br />trunk assessment). <br /> <br />The property to be served by the proposed utility extensions <br />is an approximate 12 acre parcel zoned B-1. At the standard <br />city rate of 5.5 R.E.C.'s per acre for B-1 property, the <br />parcel is responsible for a total trunk assessment of <br />$89,562.00 in addition to its proportionate share of lateral <br />costs. Following is a cost summary showing the breakdown of <br />costs between sewer and water and allocation of costs: <br /> <br /> <br />
