CASE <br /> <br />By: <br /> <br />REQUEST FOR SITE PLAN APPROVAL; <br /> CASE OF RONALD TOUCHETTE <br />Sylvia Frolik, Community Development Director ' <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review from Ron Touchette. The <br />site plan is proposing to modify the existing off-sale liquor store located at 7129 Hwy. <br />#10 N.W. The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site Plan <br />City Staff Review Letter dated November 26, 2003 <br />Proposed Development Permit <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to a public hearing. <br /> <br />Observations: <br /> <br />Mr. Touchette has submitted a site plan for modifications to the existing off-sale liquor <br />store at 7129 Hwy. #I0 N.W. The proposed modifications will facilitate the requirements <br />of the proposed new tenant, MGM Wines & Spirits. The proposal includes a 912 square <br />foot building addition for product coolers, and the addition of a separated entrance to the <br />front door of the liquor store. The property is currently under a moratorium during the <br />preparation of the Hwy. #10 AUAR. This moratorium expires in February, 2004. The <br />applicant has submitted a written request for an exception to the moratorium, which will <br />be forwarded to City Council for a decision. <br /> <br />The property is zoned B-2 Business and building coverage is restricted to 35%. The <br />proposed addition to the liquor store will result in a total building coverage of 26%. The <br />addition meets the required setbacks from property lines. The exterior of the addition is <br />proposed to be a stucco finish to match the existing building. The separated entrance will <br />be glass. The existing awning is also proposed to be removed and upgraded. <br /> <br />It should be noted that the site plan identifies the potential to remove existing curbing <br />between the liquor store and the Holiday Station store to the west. Th/s would be an <br />improvement for traffic flow between the two businesses at this busy intersection. If an <br />agreement is finalized between Mr. Touchette and the Holiday Station, the site <br />improvements will be subject to the review and approval of the Engineering Department. <br />The existing bituminous pavement and parking stalls meet the off-street parking <br />requirements established in City Code for the liquor store,~ auto body shop and 2-unit <br />dwelling. The plan proposes to continue utilization of the two existing accesses onto <br />Hwy. #10; the plan was forwarded to Mn/DOT for comment. <br /> <br /> <br />
