CASE# I0 <br /> <br />CONSIDER ESTABLISHMENT OF THE TOWN CENTER REVIEW BOARD <br /> <br /> By: William K. Goodrich, City Attorney <br /> and <br /> Givonna Reed, Director of Human Resources <br /> <br />Background: <br /> <br />Section 9.25 of the City's Zoning Code relating to the Town Center District provides for certain <br />review by the Town Center Review Board ("TCRB"). Said Section 9.25 provides that the TCRB is <br />to review each subdivision's sketch plan, preliminary plat and final plat. The TCRB "... shall <br />review the proposed project for its compatibility with the Site Plan, Town Center Master Plan and <br />Development Guidelines and make a recommendation to the City Council and Planning <br />Commission regarding the proposed development. <br /> <br />Section 2.03 of the City Code provides for the appointment of Board members, organization, etc. of <br />each of the City Boards and Commissions. Also, City Charter Section 2.2 gives direction on <br />establishment of Boards and Commissions. Both of these sections are enclosed for your review. <br />The City Council, consistent with past policy, may by resolution determine the number, not to <br />exceed nine, to serve on the Board. Draft language for establishment of the Board is included in the <br />enclosed proposed Ordinance. Please note the primary objectives of the Board are pursuant to the <br />provisions o£the above referenced Town Center District City Code language. <br /> <br />Article I, Section 1.2 of the September 17, 2003 Ramsey Town Centex', LLC Development <br />Agreement provides that the City will appoint members to the TCRB within 90 days after its <br />September 17, 2003 execution.
