Mr. Schulte indicated the pond shown on the sketch plan is being expanded further west and <br />north to pick-up additional drainage, and make up for what comes out for the trail. <br /> <br />Commissioner Van Scoy stated some units appear to be close to the highway. He asked if the <br />developer knew how far off the pavement they start. <br /> <br />Mr. Sullivan indicated they are probably 70 feet from the road edges. He indicated the issue with <br />noise is addressed with interior features, such as special windows and insulation. City Engineer <br />Jankowski added the homes would be 80 feet from edge of pavement. <br /> <br />Commissioner Van Scoy asked if they would be using any fencing for noise mitigation. <br /> <br />Mr. Sullivan stated none is proposed at this time. <br /> <br />Associate Planner Wald commented that the plan has been sent to Mn/Dot, and Mn/Dot has said <br />they want to wait for preliminary plat. She noted that they have said in the past that the City <br />needs to mitigate noise in an appropriate manor, so they expect to address the issue at <br />preliminary plat. <br /> <br />Vice Chairperson Johnson commented that it is important to remember that Mixed Use is what <br />the Comprehensive Plan says is the preferred land use on this property. He indicated the land use <br />is what the Plan says it should be, and the buildings are within the acceptable density range for <br />this land use, so it is difficult to go back now and say no. <br /> <br />Motion was made by Commissioner Van Scoy, seconded by Commissioner Jeffrey, to approve <br />the sketch plan of Rivenwiek Village contingent upon compliance with City Staff Review Letter <br />dated October 31, 2003. <br /> <br />Commissioner Brauer stated he would like to add an amendment or wording change. He <br />believes Commissioner Van Scoy's comments on the fire concerns for some of the units are <br />valid. He believes they should add wording to item six of the Staff Review Letter, paragraph 2, <br />third sentence, that all streets meet City Code requirements. <br /> <br />City Engineer Jankowski stated there were two issues; one is the length of the private streets, and <br />the second is the alleyways. He indicated the City does not currently have standards for <br />alleyways, and he thinks they warrant discussion. He would hope to see something come back in <br />the preliminary plat that will address the fire access. <br /> <br />Associate Planner Wald added that the Planning Commission will see the plan again, and this is a <br />PUD, so there is some flexibility. She would prefer to leave the language loose for now. <br /> <br />City Engineer Jankowski stated from the sketch plan it is a little difficult to see which are <br />alleyways and which are 28-foot streets. He indicated Staff does not expect to accept anything <br />but 24-foot streets as primary access, but as a second access, 20-feet may be okay. <br /> <br />Planning Commission/November 6, 2003 <br /> Page 16 of 17 <br /> <br /> <br />
