CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF RIVERBROOK: <br />CASE OF WAYNE AND MARIAN MELOCHE <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Wayne and Marian Meloche are requesting final plat approval of a minor subdivision to plat two <br />rural residential lots, consisting of one existing homestead and one additional lot. However, the City Council <br />recently adopted a policy requiring notification of a propoSed subdivision be sent out to residents <br />within 350 feet of the subject property during sketch plan submittal. Staff attempted to notify <br />property owners within 350 feet of the subject property. <br /> <br />Observations: <br /> <br />The final plat includes two rural residential lots: 1 for the existing homestead and 1 for the <br />applicants' daughter and son-in-law. The subject area is located outside the Metropolitan Urban <br />Service Area (MUSA) and is zoned R-1 Rural Developing. The subject property is also located <br />within the Rum River Scenic River Overlay' District. The proposed plat meets the requirements <br />set forth for this district. Additionally, staff has received comments from the DNR, which has no <br />major concerns about the proposed plat. <br /> <br />Both lots meet the minimum dimensional and area standards established in the R-1 Rural <br />Developing and Rum River Scenic River Overlay Districts. <br /> <br />The applicant was granted a variance to subdivision standards (public road access requirements) <br />by the Board of Adjustment on October 2, 2003. There is no public road that accesses the <br />proposed plat. Staff is recommending that the development agreement for this plat include <br />language that outlines the applicants' and the City's responsibilities for upgrading the private <br />road easement to public road standards. <br /> <br /> <br />
