The <br />final plat submittal consists of 2 sheets (f'mal plat and house pad exhibit) prepared by RLK- <br />Kuusisto, LTD received November 25, 2003, and 1 sheet (Tree Preservation exhibit) received <br />December 3, 2003. We offer the following comments: <br /> <br />General: The proposed plat consists of two residential lots: one for the existing homestead <br />and one new lot to contain one additional home. The subject property is located at 17400 <br />Erkium St. NW in the City of Ramsey. <br /> <br />Zoning: The property is located outside the Metropolitan Urban Service Area (MUSA) and <br />is currently zoned R-1 Residential - Rural Developing. The proposed plat is also completely <br />located in the Rum River Scenic River overlay district. <br /> <br />Density, Lot Size, and Setbacks: The Comprehensive.Plan designates this area for low- <br />density single family residential development with a minimum lot size of 2.5 acres. The Rum <br />River overlay district has a minimum riparian lot size of 4 acres. The proposed plat includes <br />two lots: one lot is slightly over 4 acres and the other lot is approximately 23 acres. <br /> <br />The submitted'final plat meets the bulk standards contained in the Rum River Scenic River <br />overlay district. The submitted house pad exhibit demonstrates that the placement of the new <br />house can also meet the overlay district standards. <br /> <br />Access and Streets: You received a variance to subdivision standards (public road access) <br />from the Board of Adjustment on October 2, 2003. A private road easement provides access <br />to the property from Erkium St. NW at 177th Ave. NW. No public road accesses the proposed <br />plat. <br /> <br />Based on direction from the Planning Commission and our previous meetings, language is <br />included in the development agreement that clarifies your and the City's responsibilities in <br /> <br /> <br />
