Final Plat Review: Riverbrook Addition <br />December 5, 2003 <br />Page 2 of 3 <br /> terms of upgrading the private road easement to public road standards. Hold-harmless <br /> language is also included with regard to City emergency vehicle access to the plat. <br /> <br />Grading and Drainage: The final plat shows several Iow land areas throughout the proposed <br />plat. The wetlands on Lot 1, Block 1 must be identified by a certified wetland delineator and <br />verified by the Lower Rum Pdver Water Management Organization. <br /> <br />No grading plan has been prepared for this plat. Individual lots will be responsible to ensure <br />positive drainage for any future structures constructed. You have indicated your intent to <br />move some material on Lot 1 during the construction of the new home; please contact Steve <br />Jankowski at (763) 433-9826 to discuss this further. <br /> <br />Easements: The standard 1 O-foot drainage and utility easements (5 feet on common property <br />lines) are provided around the perimeter of all lots. Also, delineated wetlands are <br />encumbered with drainage and utility easements. <br /> <br />7. Utilities: The proposed plat will be serviced by on:site sewage treatment systems and private <br /> wells. <br /> <br />Soils. Except for wetland areas, the soils on the proposed plat consist of the Braham group, <br />which has moderate limitations for on-site septic systems. Because of the amount of suitable <br />Class 1[ soils, there should be adequate area for an initial and replacement soil absorption <br />system. <br /> <br />Stormwater Management: The City has established a storm water management fee that. <br />must be paid prior to release of the final plat for recording. The current rate is $375.00 per <br />new lot created, which will apply to the one new buildable lot. <br /> <br />10. Trail Development Fees: There is a trail development fee of $475.00 due to the City for <br /> each new lot created. This fee must be paid prior to release of the final plat for recording. <br /> Again, this fee will apply only to the newly created buildable lot. <br /> <br />11. Sidewalks: Sidewalks are not required in the Rural Developing Area. <br /> <br />12. Park Dedication: The sketch plan was reviewed by the Park Commission on November 13, <br /> 2003, for a recommendation on park dedication requirements. The City has the option for <br /> cash, land, or a combination of the two. The current cash payment rate for park dedication is <br /> $1,800 per new lot created. Because an agreement on land dedication was not possible, a cash <br /> payment shall satisfy the park dedication requirements for the plat, based on direction from <br /> the Park Commission. <br /> <br />13. Tree Preservation Plan. There is significant tree cover on the site. City Code requires all <br /> proposed subdivisions to document significant trees on the Plat and indicate which trees will <br /> remain and which will be removed. Staff has received an exhibit that includes this information <br /> for Lot 1, Block l. <br /> <br /> <br />
