He believed that in the <br />future, it would be a slim chance that $1 million would be available so it would then become a <br />City /County project for the entire project costs. <br />Councilmember Riley asked if federal funding requires medians. <br />Mr. Kobilaresik stated he would need further discussion with Mn/DOT and review of the grant <br />scoring to answer that question. <br />Mayor Strommen stated the challenge is how to make the intersection safe for the entire <br />traveling public and if there is no project without medians, that is a consideration. She asked if <br />Anoka County has a vision of extending this down to Sunwood Drive where it is difficult to <br />make a left turn from CSAH 5. <br />Mr. Kobilarcsik stated there is not a plan of where the medians would be located at that <br />intersection but this is an urban area so traditionally, the roadways would be transitioned to curb <br />and gutter and may include medians situationally. <br />Councilmember Johns stated the school zone, trail, and bypass are good safety features but she <br />does not support medians. <br />Mayor Strommen opened the floor for resident comment. <br />Mark Mortenson, 5803 Alpine Drive, stated his concerns relate to privacy as the trail would be <br />15 feet from his daughter's bedroom. In addition, the trail would extend five feet into his <br />property and the watermain and trail will go through the area of his septic tank (which is located <br />within the easement). He asked what his assessments will be. <br />City Engineer Westby explained that the trail and watermain are proposed by City staff and are <br />not an Anoka County initiative. He stated negotiation of rights -of -way typically go through <br />Anoka County but staff will look at the property and determine if there are any options. <br />Mr. Mortenson stated he does not think the signal light will increase safety, noting traffic <br />currently has to stop at the stop sign but if the light is green, it will race down Alpine Drive. <br />Gary VanScoy, 5851 147 Lane NW, asked about pedestrian safety on Highways 47 and 5 and <br />how long the dead end will be that is created by closing old Highway 5. <br />City Engineer Westby stated the pedestrian improvements would be fully ADA compliant with a <br />pedestrian crossings at a signalized intersection. He stated the dead end cul -de -sac is about <br />1,000 feet, which would exceed the restriction of 600 feet. <br />Mr. VanScoy suggested the Fire Department review the proposed dead end. <br />City Council / December 10, 2013 <br />Page 10 of 14 <br />
