The Council discussed the open issues that remain to be addressed and raised the option of <br />tabling consideration to allow time to address concerns that have been expressed. It was asked <br />whether a postponement would jeopardize federal funding. <br />Mr. Kobilarcsik stated the project is to be constructed in 2014 so Anoka County is now starting <br />to analyze impact to adjacent properties and appraisals. He explained the JPA approval allows <br />Anoka County to continue with negotiations so they would like to see resolution at the next <br />Council meeting. <br />Councilmember Riley stated other concerns relate to the trail and watermain as the three <br />residents do not want it. He stated he does not support the trail as it uses private property and <br />there is already a trail on the other side of the road. Councilmember Riley stated the watermain <br />would impact a row of trees so he would not support it either. <br />Motion by Councilmember Johns, seconded by Councilmember Backous, to postpone <br />consideration of Resolution #13 -12 -217, Approving Joint. Powers Agreement with Anoka <br />County for CSAH 5 (Nowthen Boulevard) / Alpine Drive Intersection Improvements, IP 14 -20, <br />to the January 10, 2013 council meeting. <br />Further discussion: Councilmember Backous encouraged residents with concerns to contact <br />Councilmembers. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Backous, Kuzma, <br />LeTourneau, Riley, and Tossey. Voting No: None. <br />7.02: Consider Approvals for Brookfield 4th Addition; Case of Brookfield Land, LLC and <br />Capstone Homes, Inc. <br />Assistant Planner/Environmental Coordinator Anderson presented the Brookfield 4 Addition <br />final plat, noting it complies with the approved preliminary plat, and actions before the Council. <br />1. Adopt Resolution #13 -12 -231 Granting Final Plat Approval of Brookfield 4th <br />Addition <br />2. Adopt Resolution #13 -12 -232 Approving Final Development Agreement for <br />Brookfield 4th Addition <br />Motion by Councilmember LeTourneau, seconded by Councilmember Backous, to Adopt <br />Resolution #13 -12 -231 Granting Final Plat Approval for Brookfield 4 Addition, contingent <br />upon compliance with the Staff Review Letter and Developer entering into a Development <br />Agreement with the City and to Adopt Resolution #13 -12 -232 Approving the Development <br />Agreement for Brookfield 4 Addition. <br />Motion carried.
