7.03: Consider Acquisition of Tax Forfeit Properties <br />City Administrator Ulrich described the five tax forfeit properties available for purchase and <br />staff's recommendation that the City purchase three for public purpose (future roadway, trail, <br />access for maintenance). He explained that if not purchased, the property is put to public auction <br />and sold to the highest bidder. City Administrator Ulrich stated the property, if developable and <br />constructed upon, would have taxable value. He stated if purchased by the City, only filing fees <br />(not back taxes) are paid. <br />The Council acknowledged that the three properties recommended for purchase are fragment <br />pieces, not buildable lots. <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to Adopt Resolution #13- <br />12-213 Requesting Anoka County to Withhold Certain Tax Forfeit Lands from Public Sale and <br />Authorizing Acquisition of Tax Forfeit Properties for Public Purpose and to Adopt Resolution <br />#13 -12 -214, Approving the Classification and Sale of Tax - Forfeit Parcels in the City of Ramsey <br />— Namely Lot 5, Block 3, The Village of Sunfish Lake — PIN 26- 32 -25 -24 -0069 and Outlot B, <br />Wildlife Sanctuary 3` Addition — PIN 23- 32 -25 -14 -0051. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Backous, <br />Kuzma, LeTourneau, and Tossey. Voting No: None. <br />7.04: Select Preferred Real Estate Broker for the City of Ramsey <br />Assistant to the City Administrator Brama explained the benefit of using a preferred real estate . <br />broker for City -owned properties and described the RFP process that had been followed. He <br />presented the proposal of Coldwell Banker Richard Ellis (CBRE) Minneapolis and explained <br />why staff recommended it be selected as it is highly regarded and very successful national broker <br />firm with local offices. Assistant to the City Administrator Brama stated the terms are: 5% direct <br />sale, 7% co- broker, three -year listing agreement with a three -month termination clause, six - <br />month carry over, no up -front fees, minimum commission for subsidized projects, and no <br />conflict of interest. <br />City Administrator Ulrich stated his support as CBRE is a highly respected real estate firm that <br />will bring a lot of resources to the community. He explained the ability to terminate this contract <br />will not be as onerous as with the last economic development contract; however, there is an <br />overlap between the two until July of 2014. <br />Economic Development Manager LaFrance stated why he supports selecting CBRE as the City's <br />preferred real estate broker. <br />Councilmember Riley stated the previous development manager received 2 %, noting this <br />contract is a major difference. <br />City Council / December 10, 2013 <br />Page 12 of 14 <br />
