(From the WI -DNR) "Bird experts aren't sure what's behind this year's irruption. Snowy Owl
movements are usually tied to lemming populations, a favorite prey whose numbers vary in Canada
each year. One possibility is a very robust supply of lemmings, which allows the owls to raise
many young. These young Snowy Owls then must disperse south to find their own territory and
food... A second possibility is the opposite — lemming populations are low so owl reproduction
was relatively poor and all birds young and old must fly south to find food ". Increasingly, people
are finding The COR a great place to invest in. It is not, however, a good place to be a lemming.
Anoka County Focus on Drug Use. In Anoka County in 2013 we had a total of 29 Heroin
overdoses with 10 deaths. That number will likely climb as we do have a number of autopsies
pending toxicology testing. We also had 7 methadone overdoses with 6 of them being deaths.
There were combination of other drugs that totaled 13 overdoses and 11 deaths. The total opiate
related deaths was 25 in Anoka County. These are all subject to fluctuation. Additionally there
were likely many other overdoses that we (i.e. law enforcement) were not notified on (if a patient
presents to the ER on their own). We do not have updated stats metro or statewide at this time,
but in 2012 in Hennepin County there were 84 opiate related deaths in 2012 and 2011. In Ramsey
county there were 36 in 2011 and 45 in 2012 (opiate related deaths) (no 2013 stats yet for either).
I have attached a spreadsheet with our 2013 overdoses with City information to this e-mail.
Historically we started tracking the Heroin deaths in 2008 and survived overdoses in 2010. Here
are those #'s:
Deaths:
2008:2
2009:7
2010:5
2011:9
2012:7
Overdoses /Survived:
2010: 8
2011:36
2012:32
These numbers are the numbers that CID is aware of /were notified.
Additionally, we are in contact with the MN Department of Human Services attempting to get a
metro and statewide breakdown pertaining to drug overdoses, particularly as they pertain to
opiates. When that information is received it will be forwarded to you all as well to better
comprehend how Anoka County compares to other Metro and State Counties.
If you receive questions as to law enforcement efforts to date to combat the problem to date, here
are a few items to mention, if you see fit:
When we first noticed the trend back in 2009 -2010, we began a Strategic Opiate Initiative, with
multiple prongs. We conducted press conferences and media releases to generate public interest
