CASE #1 <br /> <br />AFSCME PROPOSALS FOR CONTRACT MODIFICATION FOR 1991 <br /> BY: Kay McAIoney, Personnel Coordinator <br /> <br />Background: <br /> <br />On August 10, 1990 City Labor Relations Representative Bernard Steffen and Personnel <br />Coordinator Kay McAIoney met with AFSCME Business Representative Matt Nelson and City of <br />Ramsey AFSCME Union Steward Gayle Rogers to begin negotiations for the 1991 AFSCME <br />bargaining unit contract. A list of the 20 employees that are represented by the AFSCME <br />bargaining unit has been included in this agenda. This list includes positions, the salary range <br />of each position, date of position and original date of employment for each employee. <br /> <br />Observations: <br /> <br />Article 2.11 on page 2 in the AFSCME 1989 - 1990 contract lists several classifications of <br />employees such as Regular Full-time, Temporary Full-time, Regular Part-time and <br />Temporary Part-time but gives no definitions of each. A draft "Employee Classification <br />Definitions" sheet has been attached defining each of the classifications. <br /> <br />PAY PLAN TEXT 1991 - APPENDIX A <br /> <br />2a of Appendix A for the proposed 1991 Pay Plan Text states that the bargaining unit is <br />requesting a 7.5% increase effective January 1, 1991. The difference in this and the current <br />contract is that the general increase for each of 1989 and 1990 was 3% and it was effective <br />with the start of the first full payroll period commencing after January 1, which was January <br />13th for 1990 and would be January 12th for 1991. The estimated cost of the 7.5% increase <br />is $32,608. The estimated cost of the increase taking effect January 1st versus January 12th <br />of 1991 is $1,155. <br /> <br />2b and 2c relate to performance increases. The 1989 and 1990 contract performance <br />increases are 5% of the range minimum for employees below the range midpoint and 3.5% of <br />the range minimum for employees above the range midpoint. The proposal of AFSCME for 1991 <br />is 5% for employees below the midpoint and 3.5% for employees above the midpoint, the <br />difference being the "of the range minimum" language. The cost of the performance increases <br />for the calendar year 1990 using the proposed language versus the current 1989 and 1990 <br />contract language would have an additional cost to the City of $564. <br /> <br />The cost of the performance increases as requested (still using 5% for employees below <br />midpoint and 3.5% for employees above the midpoint) for the calendar year of 1991 would be <br />an additional $26,812. <br /> <br />Also in 2b and 2c there is a request for the performance increases to be effective .~n the <br />employee's position anniversary date rather than the current language of "at the start of the <br />first full payroll period following the employee's position anniversary date." The cost of this <br />request would have been an additional $250.08 for the calendar year of 1990. <br /> <br /> <br />
