This request would only affect three employees for the year of 1991.

.~LO..~.Q.~L~ HEALTH IN~;URANCE

Article 12 of the 1989 and 1990 contract state that the contribution for 1990 is $195 per
month per full-time employee. Neither regular part-time employees nor temporary employees
are entitled to group health insurance coverage, A copy of "Definitions of Benefits" has been
included to define the policy of LOGIS, which is the administrator of the health care the City of
Ramsey currently has, regarding health insurance coverage. The current cost of health
insurance for the 20 AFSCME employees is $195/month X 12 = $2,340 X 20 employees =
$46,800.

To cost the request of the 1991 proposal I used $350/month for family coverage (the current
average monthly family coverage is $305 with an expected health insurance increase of
approximately 15%. The request is for 75% of the average of the offered health insurance
premiums for family coverage. Using my estimated monthly figure of $350 times the 75% the
cost of family heallh coverage comes to $273 per month City contribution per employee. The
cost of this request is $65,520 minus the current cost of $46,800, or $ 18,720.

Another request for 1991 is for the City to contribute an additional $5 per month toward the
health insurance for non-smokers. As 15 of the 20 AFSCME employees are non-smokers the
cost of this request is $900 annually.

The total cost of the Health Insurance request for 1991 is $19,620.

PROPOSAL 5. .PART-TIME INSURANCE

Article 12.2 of the 1989 and 1990 contract states that neither regular part-time nor
temporary employees are entitled to group insurance coverage. The request for 1991 is for
regular part-time employees to have employee only coverage paid for by the City. The City of
Ramsey has only one regular part-time employee. Using the average 1990 single health
insurance monthly rate of $115, plus and increase of approximately 15% of $130 comes to an
annual additional cost to the City of $1,554.

The total cost of this request is $1,554

PROPOSAL§, DENTAL INSURANCE

This a new proposal for 1991.
