In the event WMMI fails to <br />remove litter or debris within 24 hours of notice of accumula- <br />tion by the City, the City may cause such litter or debris to <br />be removed. The City shall bill the cost of such removal to <br />WMMI, and payment shall be remitted within 30 days of the date <br />of such billing. Visual checks for litter and debris accumu- <br />lation shall be made at least once daily by employees of WMMI. <br /> <br />Waste Tire Processinq E~uiDment. Ail equipment and vehicles <br />utilized at the Waste Tire Processing Facility shall be <br />periodically inspected and maintained to minimize noise, <br />safety and fire safety concerns. <br /> <br />Water Quality. Surface and ground waters originating outside <br />and passing through or adjacent to the tire processing site <br />and runoff water discharged from the site shall, at its point <br />of departure from the Parcel of Record, meet all applicable <br />federal and state water quality standards as they exist from <br />time to time during the period of this CUP. The operator <br />shall perform any water treatment necessary to comply with <br />applicable state and federal water quality standards as they <br />exist from time to time during the period of this CUP. <br /> <br />Screening. WMMI agrees to screen the yard waste composting <br />facility from any public roadway or residential area. WMMI <br />shall submit a screening plan to the City Engineer for <br />approval prior to commencing operations. Such screening shall <br />be achieved using grading, landscape elements, and/or plant <br />materials which will achieve up to 90% opacity. <br /> <br />Capacity. The capacity of the compost facility shall be <br />limited to no more than 23,200 tons annually. <br /> <br />Security. WMMI shall fence the perimeter of the compost <br />facility as described in their application submittal, and <br />shall restrict access to the site by requiring users to stop <br />at the landfill office for routine load inspections by WMMI <br />prior to entering the facility. <br /> <br />Covered Load Incentive. WMM! shall implement and maintain a <br />pricing structure providing a significant incentive to users <br />for covering loads. <br /> <br />Tree PruninG. Tree prunings shall not exceed an air space <br />volume of more than 2,000 cubic yards at which time chipping <br />shall conumence. Tree prunings accepted at the site shall be <br />limited to branches less than six inches in diameter. Diseased <br />trees shall be processed in accordance with state laws, county <br />and local ordinances and within time periods as may be <br />specified by County tree inspectors or City forester for <br />optimum control.
