e) <br /> <br />Woo~ "Wood" means dry, clean fuel only such as twigs, branches, limbs, "presto <br />logs", charcoal, cordwood, or untreated dimensional lumber. "Wood" does NOT include <br />wood that is green, with leaves or needles, rotten, wet, oil soaked, or treated with paint or <br />preservatives. In addition, "wood" does NOT include coal, composition board, plywood, <br />pressed board, chipboard, wallboard, packaging material, building material (other than <br />dimensional lumber), sawdust, and railroad ties. Clean, untreated, unspilled on pallet <br />wood may be safely used if cut to 3' length. <br /> <br />110.203 PERMIT REQUIRED <br /> <br />It shall be unlawful, a violation of this Chapter, and a misdemeanor for any person to start or allow <br />any open burning on any property in the City of Ramsey without first having obtained an open <br />burning permit, except that a permit shall NOT be required for any fire which fulfills each and <br />every condition of a Recreational Fire as defined herein. <br /> <br />110.204 PURPOSES ALLOWED <br /> <br />Open burning perm/ts will be issued only for the following purposes: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />g) <br /> <br />Instruction and training. <br />Elimination of fh'e or health hazard. <br />Accepted agriculture, forest or game management practice. <br />Ground-thawing. <br />Disposal of diseased trees. <br />Disposal of building material generated by demolition of non-commercial or non- <br />institutional snmctures. <br /> <br />110.205 PERMIT APPLICATION <br /> <br />Open-burn permits shall be obtained by making application on a form prescribed by the City. The <br />permit application together with the permit fee established by City Council resolution shall be <br />presented to that City Staff person designated by the City Administrator for reviewing and <br />processing said applications. <br /> <br />110.206 PERMIT PROCESS <br /> <br />Upon receipt of the completed permit application and minimum permit fee as set annually by <br />resolution, the City staff person shall schedule a preliminary site inspection to locate the proposed <br />bum site, draft a fire event safety plan, and note special conditions. The materials may then be <br />piled for burning at which time a second inspection is scheduled to assess volume of material and <br />associated fees, set dates and times of permitted burn and review fire safety considerations. Two <br />days before burning, the permittee must notify the City of Ramsey Fire Department of said burn. <br />One day after completing the burn, the permittee must notify the City of Ramsey Fire Department <br />for inspection and restoration of site. <br /> <br />110.207 PERMIT HOLDER RESPONSIBILITY <br /> <br />Prior to starting an open-bum, the site permit holder shall be responsible for confirming that no <br />burning ban or air-quality alert is in effect. A 24-hour information number is maintained by the <br />City of Ramsey which will indicate if there is a burning ban or air-quality alert. <br /> <br />Every open fire event shall be constantly attended by the permit holder or a competent <br />representative, thereof, with appropriate communication and fire suppression equipment as set out <br />in the fire safety plan. The open-burn fire shall be completely extinguished before leaving the site. <br /> <br /> <br />
